Choanoke Area Housing Consortium Draft 2025 Annual Action Plan Now Available for Public Comment

The public is invited to review and make comments on the proposed Draft 2025 Annual Action Plan for the Choanoke Area Housing Consortium. Halifax County has prepared this Annual Action Plan as required to receive HOME funds under the U.S. Department of Housing and Urban Development’s (HUD) HOME program.

This FY25 Annual Action Plan represents the third year of the Choanoke Area Housing Consortium’s 2023-2027 Consolidated Plan as approved by HUD. The Choanoke Area Housing Consortium is comprised of five counties located in northeastern North Carolina. The member counties comprising the Consortium are Bertie, Halifax, Hertford, Martin, and Northampton Counties. In 2023, the Consortium became a U.S. Department of Housing and Urban Development (HUD) entitlement community, enabling it to be eligible for federal funds allocated through HUD’s Community Planning Development program.

Halifax County is the lead agency responsible for the Consolidated Planning process and the administration of the HOME program. Halifax County has received an allocation of $631,171.86 in HOME funding for FY25. This third program year for the HOME program starts on October 1, 2025, and ends on September 30, 2026.

The plan can be viewed on the Halifax County website or at the Halifax County Manager’s Office in the Historic Courthouse at 10 North King Street, Halifax, NC 27839. All citizens within the five-county region are encouraged to view and make comments.

A public hearing will be held on August 4, 2025, at 9:30 am at the Board of Commissioners Meeting Room, Halifax County Administrative Offices, 10 N. King Street, Halifax, NC 27839. All citizens were welcome to attend and provide comments on the proposed plan.
